BARNARDOS INTRODUCTION

Barnardos is Ireland?s children?s charity, working with over

website**. Our mission is to transform the lives of vulnerable
children affected by adverse childhood experiences. In **Apply on the
website**, we launched a new trauma informed approach that will
continue to underpin Barnardos service provision going forward. This
includes an understanding that the impact of adverse experiences in
childhood can last a lifetime without appropriate supports and
services being put if place. In **Apply on the website**, Barnardos
will commence a strategic planning process for the period **Apply on

BACKGROUND AND TERMS OF REFERENCE

Barnardos seeks to commission a report on the present social,
political and economic context for children in Ireland, with a
particular focus on vulnerable children, to support the development of
our next strategic plan. The horizon is the next 5 years. The task is
desk-based exercise - summarising existing qualitative and
quantitative documentation from a variety of Government and academic
sources (sources may also include media commentaries, professional
journals, good practice sources, institutes, think tanks and other
writers in the field) and conclude with some key issues for Barnardos
to consider. Barnardos would like this piece of work to be completed

PROPOSAL

The report should cover the following indicative areas ?

* The ?big picture? affecting children, identifying fresh and
emergent needs, using strategies that distinguish between early,
middle and later years (**Apply on the website** years)
* The broader context domestically and further afield for children
in Northern Ireland, Britain (Scotland in particular), continental
Europe, the US, Australia and New Zealand.
* A refreshed assessment of the level of need affecting children,
taking note in particular of the impact of the Covid pandemic, the
Programme for Government, the gaps and shortcomings in services for
children and the policy framework.
* Discussion of options for a systemically improved design for
services for children, outlining what is currently happening in terms
of improvements in data collection and also looking at investment,
implementation systems, leadership and accountability.
* Identification of the priorities of relevant Government
Departments (Children, Equality, Disability, Integration and Youth;
Health; Justice; Education).

The research will draw on the following information sources:

* Relevant reports and data (e.g. Growing Up in Ireland, Covid impact
studies, Special Rapporteur on Child Protection report, Youth Justice
Strategy, European studies, HIQA Review of Social Services and other
key source documents);
* Research presented by voluntary organisations and the academic
community;

PRODUCT

Barnardos will be presented with a report of up to **Apply on the

chapters:

Terms of Reference and acknowledgements

* Context: broad situation affecting children in Ireland now
* Policies, services, priorities and funding for children, matched

* Ways forward and recommendations

References

Each chapter should have its own introductory summary, to facilitate
readers who wish to look at one issue or chapter at a time. The final
report should be delivered electronically (Word and PDF) as well as
hard copy. The aim is to ensure that Barnardos receives a support that
will received a report with a synthesis of the most up-to-date
information, a fresh analysis, proposals for realistic but
transformative policies and services to put to Government and the
basis for appealing for public support.

METHOD

The research will be carried out by desk-based research, synthesis,
analysis and writing.
The researcher will report to the CEO and will be available to make
briefings to her and colleagues as requested. The final support should
